a Select Committee of Chinese with the widest experience of

the various Committees. It is proposed that the Committee

should consist of the two Chinese Members of Legislative

Council, the two Chinese Members of the Sanitary Board, and

the annual heads of the Tung Wa Hospital and Po Leung Kuk, under the Chairmanship of the Secretary for Chinese Affairs. Such a central organisation would undoubtedly have a beneficial influence in effecting economies by comparison, and possibly by a careful independent examination of books; such an examination in fact as could only be made by

Chinese. The Committee will also be strong enough to prevent undesirable developments, and to ensure the delicate treat- -ment required in the case of undertakings which depend primarily on their voluntary nature.

6. I have therefore to request your approv-

Tung Tah Hospital.

I have the honour to be,
